Does anyone think that if they are used the new ball threshold of 110 overs needs to be reduced in County Cricket to the 80 used in Tests?
It's 80 overs in the CC too, 110 overs is the cut off for bonus points in the first innings.

It's definitely 80 overs, though I agree that it's not what Law 4.3.1 seems to say.
There can be a difference between the laws of the game and the playing conditions for each competition.
The laws state:
In a match of more than one day’s duration, the captain of the fielding side may demand a new ball when the number of overs, excluding any part overs, bowled with the old one is equal to or greater than 80 overs.
